Sure - but Carrol seem to suggest there might be a reason why it might be technically neccesary.
In this case, it’s a combination of old, building-wide, steam
radiator heat (which can’t be controlled by tenants) combined with
individual office AC. The combination of running AC to compensate for
overheating suggests to me that energy needs to be a lot more expensive.
