It means they use funny time signatures instead of the standard 4/4.
I.e., the beat is not the regular 1-2-3-4/1-2-3-4 that dominates
rock, but uses odder, often rapidly changing rhythmic structures that
group into 5s or 7s or 11s, and with the accents in unexpected places.
