I’m afraid you’re right. Which means spending intellectual energy on
keeping the tech and management slots filled with people who are both
competent and politically reliable, and maintaining high investment
levels while meeting social needs. It’s a tough juggling act.
As for PDVSA, do the estimates below seem accurate to you?
I have no way of knowing, and given the secrecy surrounding the
topic, I don’t know if anyone does. But they don’t sound like
concoctions, do they?
